The members of the first Governing Council are ex-faculty members of Institute of Secretariat Training & Management (ISTM), which, in the last more than six decades, has earned the unique distinction as the only institute in the country to impart training in government rules and procedures and administrative management. In view of the governments initiatives to ensure “training for all” there has been a felt need of further supplementing the existing efforts by some voluntary external resources. Hence, the CEPSTAR- by a team of professionals dedicated to the cause of sharing the knowledge and skills through training and research which they have gained during their service, with new generation of public sector employees at large for bringing efficiency in governance.

Dr. A N Chakravarty, has been a practicing training and development specialist for more than 20 years as a faculty in Institute of Secretariat Training and Management (ISTM), New Delhi and a visiting faculty in the areas of Organisational Behaviour, Training Techniques and HR Management, to many prestigious training institutes in the country. A Master Trainer for Design of Training and Experiential Learning Tools, and one of the national resource persons for implementing Trainers’ Development Programme (TDP) of the Government of India, since 1992. Ph D in Public Administration, had specialized in the area of Training Techniques at Royal Institute of Public Administration, London, Strategic Human Resources Management at the University of Wollongong, Australia, and a Post Graduate level course on ‘Training of Trainers’ at IDPM, University of Manchester, the UK, He has distinguished himself in the areas of personnel management, management techniques and work procedure reforms. He has to his credit, a number of Consultancy Projects, a book titled “Systematic Training for Civil Services”, a number of published training monographs in his areas of specialization and has written several reports/articles for national journals.
Prof (Dr.) S K Ghosh, a PHD in Public Administration, has been teaching and training for the last 25 years in the areas of General Management, Human Resource Management including Training & Development and Organisational Behaviour in the Institute of Secretariat Training & Management and other prestigious Central training institutes like LBS National Academy of Administration, Mussourie, National Institute of Financial Management, Faridabad, and Indian Institute of Public Administration, New Delhi. He attended professional courses in Management of Training at the Royal Institute of Public Administration, London, Management Theory & Practices at the John Heinz III School of Public Policy, Pittsburgh, USA, and Post Graduate level course on 'Training of Trainers' at IDPM, University of Manchester, UK. Prof. Ghosh was involved in the designing of the "Experiential Learning Tools" package along with Dr. Chakravarty, as members of the Task Force under UNDP Project. Prof. Ghosh has authored books titled "HRD in the Third World" and on "Reservation in Services" , a number of published monographs and written articles in several journals in his areas of specialization. He is a Master Trainer for Direct Trainers Skills, Design of Training and Experiential Learning Tools.
Shri LS Negi, retired as Deputy Secretary in the Department of Telecommunications, has been a practicing training and development specialist for 10 years as a faculty in Institute of Secretariat Training and Management (ISTM), New Delhi and a visiting faculty in the areas of Financial Management, Budget, Reservation in Services etc. to many prestigious training institutes in the country. He is having long experience in Budget/ Finance , Administration and Management of Training in Ministry of Home Affairs, Petroleum& Natural Gas and the Department of Telecommunications. A PG Diploma in Personnel Management, completed a post graduate level course on Training of Trainer at IDPM, Victoria University of Manchester, the UK. He is a Recognised Trainer of Direct Trainer Skills of Thames Valley University.
Mr. Ashok Chakrabarti, an MBA (Finance) of Management Development Institute, Gurgaon, has been teaching and training in Finance and Accounts and Total Quality Management for more than 10 years, in the Institute of Secretariat Training & Management, New Delhi, and other premier training institutes of country. He attended professional training course in Total Quality Management at Carnfield University, the UK, “Direct Trainer Skills” and “Design of Training” courses at ISTM, New Delhi. He worked as Director (Coordination) in Shobhit University, Modipuram, UP.
Shri P K Sachdev, youngest in the team, retired from CAG prematurely for love for teaching and training. Has taught financial rules and procedures (highly technical) in specialized courses on finance and accounts to junior and middle management level officers in ISTM for more than 10 years.
Shri Shachindra Sharma, retired as Director in the Ministry of Home Affairs. In the training faculty of Institute of Secretariat Training & Management (ISTM), has been imparting training in the area of Management Services. Has also been taking sessions on Stress Management, Time Mgt. Communication skills, Inter-personal skills, Leadership, Negotiating skills, Presentation skills, Ethics & Values, Parliamentary Procedure, Office Procedure, Conduct Rules, Disciplinary Rules & Departmental Proceedings, Service Rules (FR, SR Pay Rules, Leave Rules and Official Language Policy.
Shri KC Ghosh, MA (English) and MA (Public Admn), did his Training of Trainers course at IDPM, Victoria University of Manchester, the UK. As an expert in Office Management, Records Management, Noting & Drafting Skills etc. has been teaching and training at ISTM for more than 20 years. Shri Ghosh is a Recognised Trainer for Direct Trainers Skills and Design of Training of Thames Valley University, the UK.
Shri S Sridhar, retired as Joint Director (HR), Department of Information Technology, ETDC, Bangaluru. He was a member of faculty of ISTM for more than 7 years . Did his PG Diploma in Business Management , and certificate in computing . Attended course in Management of Training at Royal Institute of Public Administration , London, the UK. Sridhar is a subject expert in Personnel Management and Establishment Rules because of his long stint in the Establishment Division of Department of Personnel and Training , Govt. of India.
